Public Tender for Phase 1 of the Agri-Innovation Park (AIP) Opens September 1, 2025

ORANJESTAD – The Ministry of Finance, Economic Affairs, and Primary Sector announces that as of September 1, 2025, at 10:30 AM, registration will open for two public tenders for the first phase of the Agri-Innovation Park Aruba (AIP). Interested parties may submit their bids at the Department of Economic Affairs, Commerce, and Industry (DEZHI).

The deadline for bid submissions is October 1, 2025. Complete specifications for both tenders are available through DEZHI.

  1. Economic Feasibility and Business Case for AIP

This tender focuses on conducting an economic feasibility study and preparing a business case for Phase 1 (0–3 years) of the Agri-Innovation Park Aruba.

The scope of work includes:

  • Developing a financial and organizational model;
  • Preparing investment scenarios and operational cost estimates;
  • Designing a rental pricing model;
  • Recommending exploration and management structures;

      2. Design and Technical Management Model for AIP

This tender calls for the development of a design and technical management model for Phase 1 (0–3 years) of the Agri-Innovation Park Aruba, including:

  • Greenhouse and infrastructure construction;
  • Energy and water management;
  • Logistics and maintenance;
  • Operational design.

In May 2025, Minister Geoffrey Wever (Finance, Economic Affairs, and Primary Sector) received the preliminary results of an important study on commercial greenhouse cultivation. Conducted in collaboration with PRIVA, Santa Rosa, TWO-Aruba, and the Netherlands, the study laid the foundation for the Agri-Innovation Park, a modern knowledge and production center aimed at advancing food security and economic sustainability in Aruba.

“The Agri-Innovation Park is not just a short-term project but a structural investment in our future. We are working toward greater food independence, creating new opportunities and jobs, and fostering sustainable economic growth. I am pleased that we are entering Phase 1 and warmly invite all interested parties to submit their bids for this public tender as soon as possible,” said Minister Geoffrey Wever.
