Department of Labor and Research (DAO) Reports Successful Results from Tienda Legal Laboral (TLL) After Its First Few Months
ORANJESTAD – The Department of Labor and Research (DAO), together with the Ministry of Tourism, Transport and Labor, is sharing the initial results of its new Tienda Legal Laboral (TLL) service.
Since the opening of the pilot locations at MFA Savaneta and MFA Paradera in May 2026, TLL has proven to be an essential, accessible, and successful service for the Aruban community. The figures for May and June confirm that this proactive approach, focused on prevention and providing timely information, is producing positive results.
A Strong Start
During the first month of operations, May 2026, a total of 109 new cases were registered. The team demonstrated a high level of efficiency, successfully resolving approximately 66% (72 cases) of these cases.
In terms of the various forms of service provided, staff recorded 307 telephone contacts and 135 email contacts. In addition, 103 new clients and 38 returning clients received assistance in a neutral and trusted environment.
During this initial period, most questions and complaints concerned the termination of employment contracts (35 cases), the terms and contents of employment contracts (19 cases), and salary-related matters (13 cases).

Continued Growth and Community Impact in June
In June 2026, the positive impact continued to grow significantly. A total of 142 new cases were registered through the services provided at the two TLL locations.
The strategic decision to bring these services closer to the community has produced clear positive results.
In June, conflict mediation and information services remained central to TLL's work. Staff successfully resolved a total of 99 cases, including 44 in Savaneta and 55 in Paradera.
At both locations, “Termination of Employment” remained the most common subject of consultations. This confirms the need to continue providing employees and employers with timely and ongoing information about their rights and responsibilities. In May, 95% of new clients were employees.
Meeting the Five Pillars
These positive results achieved within a very short period represent a shift from the traditional approach, which focused primarily on resolving existing conflicts.
TLL operates according to five key pillars: fair, professional, helpful, consistent, and accessible.
DAO invites the entire Aruban community, both employees and employers, to continue making use of this new form of service. The team is ready to provide professional legal guidance and support on employment-related matters through a fast and direct intake process.
Intake and Appointments
To keep the service as accessible as possible, TLL operates on an intake basis. Depending on availability, clients will be assisted immediately whenever possible. If immediate assistance is not possible, staff will help the client schedule an appointment for another time.
The following hours apply for intake at MFA Savaneta and MFA Paradera:
- Monday through Friday: 8:00 a.m.–12:00 p.m. and 1:00–3:00 p.m.
- Wednesday: 8:00 a.m.–12:00 p.m.
