The dog center is part of the solution, but your responsibility is the other part.

ORANJESTAD – Centro di Rescate y Control (the Rescue and Control Center) serves as an essential resource for rescuing, managing, and controlling stray animals, as well as supporting the enforcement of the Dog Ordinance.

However, no shelter or center can solve the problem on its own if animals continue to escape yards, breed uncontrollably, or be abandoned every single day. Complying with the law and taking responsibility in the community means being a responsible owner.

The law outlines clear obligations. A dog must receive proper care, remain safely on the owner's property, not cause a public nuisance, and be kept under control in public spaces. Violating these obligations may lead to animal impoundment, boarding fees, and penalties. The Dog Ordinance establishes a maximum fine of Afl. 10,000 for various infractions, though the exact penalty depends on how the law is enforced by the competent authority.

While enforcement is necessary, prevention is far more powerful. Every owner can take action starting today:

  • Keep your yard fully secured and enclosed;
  • provide adequate water and shade;
  • consult a veterinarian (for medical care and spaying/neutering);
  • use a leash during walks;
  • identify your pet (such as with a microchip or ID tag);
  • prevent unwanted stray dogs in a neighborhood.

Every resident can report animal neglect, abuse, or dangerous situations with specific information.

The government and local authorities have their responsibility. The Rescue and Control Center carries out its duty. Foundations and volunteers play an invaluable role. But lasting change depends on a community that doesn't pass the buck but instead takes responsibility for its own pets.
