Submitting your 2026 staffing requirements (personnel planning)

ORANJESTAD – The Department of Labor and Research (DAO) announces that the submission period for your 2026 staffing requirements will open on December 5, 2025.

Since 2023, a new, dynamic, flexible, and transparent method has been used for collecting and publishing short- and long-term staffing plans for the labor market. We request your cooperation in this process.

Staffing requirements (personnel planning) are legally enshrined in the Labor Regulations 2013 (AB 2013 no. 14), which have been in effect since April 1, 2013. Pursuant to Article 30, paragraph 1, every employer is required to submit a personnel register to the director of the Directorate of Labor and Research (DAO).

You can use the DAO's Labora portal to submit staffing plans. You can submit both the Personnel Register and the Personnel Planning through this portal. Your company can also access the data registered directly with the DAO through this portal.

  • The Personnel Register can be submitted starting in early 2026 and includes personnel data up to and including December 31, 2025.
  • The Personnel Planning can be submitted starting December 5, 2025. In the portal form, you indicate your personnel needs related to a specific project for the coming year.

The DAO informs you that you can continue to submit new needs, changes, or additions to the personnel planning through the Labora portal throughout 2026. If you do not yet have access, you can submit the data in an Excel file, sent to: dao.labora@aruba.gov.aw. Starting December 5, 2026, you can download the Excel sheet DAO Personeelsbehoefte 2026.  

You can also request the Excel sheet via aanvraagpr@gmail.com; DAO will then email it to you.

Many companies already have access to the Labora database. If you would like to receive your login information, please email Mr. Simon Brete (simon.brete@aruba.gov.aw) or call 523-7718.

For companies that use intermediaries (e.g., accounting or consulting firms), the DAO would like to emphasize that compliance with our labour laws is an obligation of the employer and not the intermediary.
