Submission of Personnel Register 2025 and Personnel Requirements 2026

ORANJESTAD – Pursuant to Articles 28 and 30 of the Labor Ordinance 2013, all companies are required to maintain and submit a personnel register and personnel list to the Department of Labor and Research (DAO).

Submission must be made exclusively through DAO’s secure LABORA portal. Through this portal, companies can view, update, and register employee data. All changes (mutations), such as new hires or changes in position, salary, or working hours, must be reported via the portal.

As of January 2026, DAO will accept the Personnel Register 2025 and the Personnel Requirements 2026 only through the LABORA portal. 

Data may be submitted by:

  • Completing the digital forms available in the portal, or
  • uploading an Excel file (for initial submission or for updates).

All changes must be submitted within ten (10) working days of the change. DAO will process submitted data within five (5) working days.

The personnel requirements for 2026 must also be submitted through the LABORA portal. Throughout the year, companies may indicate new personnel needs or make changes to previously submitted requirements.

Companies that do not yet have access to the LABORA portal may request access via the following email addresses:

All companies are requested to submit or update their employee data and personnel requirements through the portal during the period February 2, 2026 through March 31, 2026. Compliance checks will be conducted after this period.

Failure to comply with Article 30 of the Labor Ordinance 2013, including the incorrect or incomplete submission of data, may result in an administrative penalty of up to Afl. 5,000.
