Signing of Letter of Intent and Commitment for Phase 1 of Teacher Salary Restructuring
ORANJESTAD – On December 5, 2025, the government of Aruba and the unions SIMAR, SEPPA, and TOPA signed a letter of intent and commitment for Phase 1 of the teacher salary restructuring.
They signed the declaration after seven intensive months during which, under the auspices of the Ministry of Education, they conducted various studies and scenario calculations in collaboration with the Directorate of Education, DUOS, and DRH. Consultations were held with the Department of Finance, alongside close discussions with the unions.
The proposal approved by the Council of Ministers includes:
- Equalization of the salary of primary school teachers (scale D13) to scale D34, the scale for secondary school teachers, effective January 1, 2026.
- Harmonization of allowances for school principals, with the allowance for all school principals amounting to 25% and included in their pensions.
- Accelerated procedure for equalizing the salaries of teachers retiring within three years, so that they can receive the equalization or salary increase before retirement.
- Adjustment of the salaries of all persons on a teaching scale, with one additional periodic increase effective January 1, 2026.
In phase 2, which the Council of Ministers has also approved, work will be undertaken to simplify the teachers' salary structure. In addition, work will be done on remuneration management based on continuous professional development, a study on the use of the maximum age for salary growth, and the equalization of the BRA scale and the teaching scale through a new scale for classroom assistants. Classroom assistants currently on a teaching scale will also receive a salary increase. It concerns approximately 98 classroom assistants. The studies for phase 2 are currently underway. These studies will take into account factors such as class size, strengthening support structures for students and teachers, teacher professionalization, and the possibility of introducing pedagogical and didactic models that meet the needs of the 21st century.
Improving the quality of education and encouraging innovation are part of a strategic and holistic plan to strengthen every aspect of the education system. Teacher salary reform is a key priority for achieving this goal. Phase 1 of this reform will be formalized with the approval of the 2026 budget.
After more than thirty years, Phase 1 of the salary reform is a historic step in Aruban education. With this significant advancement, Minister of Education Gerlien Croes thanks all teachers for their years of dedication to the country's development:
