Public Tender Launched to Support Santa Rosa, Farmers, and Livestock Breeders

ORANJESTAD – The Ministry of Finance, Economic Affairs, and Primary Sector has officially launched a public tender for four service contracts to support the Department of Agriculture, Husbandry, and Fisheries (DLVV), commonly known as "Santa Rosa." 

The objective is to expedite service delivery and execute necessary renovation and maintenance work across various departments. This initiative is designed to guarantee essential support for all farmers, livestock breeders, and other clients of Santa Rosa active in Aruba’s primary sector.

The contracts will have a duration of 36 months. The work will be coordinated by Santa Rosa's management and regularly evaluated in collaboration with the Ministry of Primary Sector to ensure quality performance.

This public tender represents the next step in the government's plan to strengthen Aruba’s primary sector. With these four contracts, Santa Rosa will gain additional capacity to meet the service needs of the agricultural community and continue providing the support that farmers and livestock breeders know and value.

The four lots cover different types of services regularly performed by Santa Rosa:

  • Lot 1 – Maintenance & Infrastructure: (civil/building maintenance, plumbing, basic electrical work, welding, basic irrigation, corrosion control)
  • Lot 2 – Livestock Care (Animal Welfare): (daily feeding/watering, barn cleaning, animal health checks)
  • Lot 3 – Heavy Equipment & Agricultural Support: (plowing/tilling, excavation work, fencing support, water transport, dam maintenance; mandatory equipment requirements apply)
  • Lot 4 – Crop Production & Farm Management: (soil preparation, crop planning, weed/pest control, harvesting/sorting, production reporting)

The teams will operate both on-site at Santa Rosa and at external locations to carry out the various services that Santa Rosa offers to its clients.

This means Santa Rosa will benefit from crucial upgrades to improve its existing infrastructure, which is in urgent need of renovation. Immediate priorities include welding repairs to fencing following a breach, barn maintenance, and operating heavy machinery on fields that need to be prepared for planting or require general maintenance. Through the services of these contractors, Santa Rosa will receive these vital upgrades.

An important point to note is that many of the services provided by Santa Rosa are subsidized by the government. This allows farmers and livestock breeders to receive professional support at an affordable price. By expanding Santa Rosa's capacity, the government is investing directly in local producers to create a stronger and better-equipped primary sector.

Minister of Finance, Economic Affairs, and Primary Sector Geoffrey Wever indicated that the primary goal is to continuously improve Santa Rosa's services to the community and thereby reinforce our island's primary sector.

"We want our farmers and livestock breeders to get the help and support they deserve, right when they need it. These contractors will give Santa Rosa the extra capacity required to handle more requests and continue delivering the services our local producers rely on to keep working and producing. Companies with the necessary experience and capacity to perform one or more of these tasks are invited to participate in the tender. Depending on their expertise, they may submit bids for one, multiple, or all four contracts. Questions may be submitted until July 22, 2026, while bids must be submitted no later than August 18, 2026, at 10:00 AM at the Santa Rosa office, located at Piedra Plat 114-A.
