Milly Schwengle Sworn In as Minister Plenipotentiary
ORANJESTAD – On March 4, 2026, the swearing-in ceremony of Ms. M.G.M. (Mildred) Schwengle as Minister Plenipotentiary of Aruba to the Netherlands took place at the Cas Ceremonial of the Governor of Aruba, in the presence of His Excellency the Governor of Aruba, Alfonso Boekhoudt, and the Council of Ministers.
With this appointment, Aruba strengthens its strategic representation within the Kingdom and its presence in Europe.
Mildred G.M. Schwengle, LLM, is a legal expert with extensive experience in constitutional law, public international law, public and private governance, financing, and high-level negotiations. She studied Dutch law at Radboud University Nijmegen (formerly Katholieke Universiteit Nijmegen) from 1984 to 1989.

Her professional career began at the Public Prosecution Service, where she served as Acting Procurator General from 1990 to 1992. She subsequently served as Clerk of the Court at the Court of First Instance of Aruba from 1992 to 1994. In 1994, Schwengle was admitted to the bar, and from 1996 to 2017 she was a partner at HBN Law & Tax, where she practiced across Aruba, Curaçao, Bonaire, Sint Maarten, and Saba.
Between 2017 and 2023, Schwengle held the distinguished position of Member of the Council of State of the Kingdom of the Netherlands, advising the Kingdom government on legislation, Kingdom Acts, orders in council, and treaties, with particular focus on intra-Kingdom relations.
In addition to her institutional experience, Schwengle has served as lead counsel in major financing projects, pension fund privatizations, and international acquisitions involving multi-million-dollar interests. She currently leads, on behalf of the Government of Aruba, negotiations within the Kingdom concerning sustainable public finances and financial supervision.
With a career marked by leadership, integrity, and legal expertise, Milly Schwengle brings a unique combination of experience in both the public and private sectors. The Government of Aruba expresses its full confidence that Schwengle will represent Aruba’s interests with dignity, responsibility, and strategic vision in the Netherlands and within the Kingdom.
Her appointment as Minister Plenipotentiary marks an important step in further strengthening Aruba’s position within the Kingdom, with emphasis on cooperation, dialogue, and the safeguarding of the national interest.
