Government of Aruba Announces Public Tender for Architectural Design of Wilhelminastraat Renovation
ORANJESTAD – The Government of Aruba has announced a public tender for the selection of an architectural firm to develop a comprehensive design for the renovation and beautification of Wilhelminastraat and its surroundings.
Minister of Finance, Economic Affairs, and Primary Sector Geoffrey Wever, accompanied by Prime Minister Mike Eman and Minister of Infrastructure René Herdé, made the official announcement.
This project forms part of the Government’s ongoing efforts to revitalize downtown Oranjestad, stimulate economic activity, and transform the city into a vibrant center for housing, restaurants, offices, and retail. The objective of the tender is to invite architects to submit visual design proposals for the area. A selection committee, comprising representatives from both the Government of Aruba and the private sector, will evaluate the submissions and select the most comprehensive and innovative plan.
The winning architectural firm will be responsible for preparing the final design, technical specifications, and other documentation required for the execution of the construction phase.
The project area extends from Wilhelminastraat 49/62 to the intersection of Wilhelminastraat and Kazernestraat (excluding Plaza Daniel Leo) and includes the Klipstraat/Oranjestraat area, Rifstraat, and Schoolstraat. The resulting design will form the basis for a structural and aesthetic enhancement plan aimed at making Oranjestad more attractive to entrepreneurs, visitors, and residents alike.

Tender Details
- Execution period: 80 working days from the date of the contract letter.
- Terms of Reference (ToR): Available for purchase from the Department of Public Works (DOW) starting October 17, 2025, for a fee of Afl. 250.00. Payment is to be made to the DOW cashier.
- Information meeting: October 23, 2025, at 10:00 AM at DOW.
- Information Memorandum finalization: October 30, 2025.
- Public tender opening: November 7, 2025, at 11:00 AM at the office of the Director of DOW.
Registration Requirements
Interested companies must submit:
- Proof of registration with the Aruba Chamber of Commerce (issued within the last six months)
- Copies of identification documents for all company directors
- Copy of the DIMP (Tax Department) declaration
- All other documents specified in the Terms of Reference
All bids must be submitted on the authenticated bid form enclosed with the ToR.
