Education as a Key to Reintegration: Pilot Program at KIA Delivers Positive Results

ORANJESTAD – The Openbaar Avond Beroepsonderwijs Aruba (OABA) and the Aruba Correctional Services Department (DGWA) formalized a strategic partnership in March 2026 through the signing of a Memorandum of Understanding (MOU).

The agreement provides a framework for offering officially accredited, diploma-oriented vocational secondary education programs within the Korrektie Instituut Aruba (KIA), Aruba’s national correctional institution.

Program Objectives
The primary objective of this partnership is to develop and implement a pilot training program that uses vocational education as a structured tool for rehabilitation and social reintegration. Both organizations recognize that education plays a vital role in increasing employment opportunities and promoting the successful reintegration of incarcerated individuals into society.

By equipping participants with certified vocational skills, the program aims to enhance their employability and provide a solid foundation for long-term rehabilitation and successful reentry into the workforce and community.

Program Activities and Educational Structure

Launched in April 2026, the pilot program includes a variety of technical training courses, including:

  • Specialized Training: Programs such as Assistant Metalwork, Electrical Technology, and Installation Systems at Vocational Education Level 1, focusing on metalworking, electrical systems, and installation techniques.
  • Hybrid Learning Model: Courses are delivered through a combination of 50% hands-on practical instruction and 50% online learning via a secure digital learning platform.
  • Flexible Learning Environments: Classes are conducted primarily within KIA facilities, with the option of utilizing external training locations when necessary.

Participants are currently engaged in practical community-based projects, including the fabrication of fences for local schools. These initiatives allow them to develop professional skills while making meaningful contributions to the community. This unique and innovative partnership successfully combines security, educational quality, and positive social impact.

The program’s progress is closely monitored by a joint project committee composed of representatives from OABA and DGWA. The committee meets regularly to review progress, monitor participation and retention, ensure educational quality, and address operational challenges as they arise.

At the conclusion of the pilot phase, a comprehensive evaluation report will be prepared. Based on the findings, the parties will determine whether the program should be continued, expanded, or permanently integrated into the correctional education framework.

The success of this initiative is the result of close collaboration between the Ministry of Education and the Ministry of Justice.
