Deadline Extended for Submission of the 2025 Employee Register and 2026 Workforce Requirements to August 30, 2026

ORANJESTAD – The Department of Labor and Research (DAO) announces that the deadline for submitting the 2025 Employee Register and 2026 Workforce Requirements has been extended.

The new submission deadline is August 30, 2026.

Over the past several weeks, the DAO has been unable to process all requests for access to its digital database on time. To ensure that employers have sufficient time to meet their legal obligations, the submission deadline has been extended.

The DAO reminds all employers that, pursuant to the Labor Ordinance 2013, they are legally required to submit their annual Employee Register and Workforce Requirements.

Beginning in 2026, these documents must be submitted exclusively through the LABORA online portal.

Earlier this year, in February, the DAO published detailed information outlining the procedures for submitting the 2025 Employee Register and the 2026 Workforce Requirements.

Extension of the Submission Deadline

The original deadline for submitting and updating employee information and workforce requirements was June 30, 2026. This deadline has now been extended to August 30, 2026.

Employers who already have access to the LABORA portal are encouraged to update their employee information before the new deadline.

The DAO emphasizes that compliance with Aruba's labor legislation is actively monitored. Employers who fail to comply with their legal obligations or who submit incomplete or inaccurate information may be subject to an administrative fine of up to Afl. 5,000.

Employers who use an accounting firm or another third party to handle these submissions remain legally responsible for ensuring that the required information is submitted accurately and on time.

Access to and Submission Through the LABORA Portal

All employers must have access to the LABORA portal. Companies that do not yet have access are requested to apply as soon as possible by sending an email to one of the following addresses:

Employee information may be submitted or updated through the LABORA portal in one of the following ways:

  1. By using the standard forms available in the portal;
  2. By uploading an Excel file for the initial submission of employee data;
  3. By uploading an Excel file to report changes (employee data updates).

Standard Forms

The standard forms are intended for minor updates, such as changes to an employee's job title, salary, work schedule, or working hours, or for updates affecting fewer than ten employees. A separate form must be completed for each employee.

Employers submitting employee information to the DAO for the first time must use the Excel template titled " Migratie – Eerste upload werknemersgegevens”.

For multiple employee record updates, employers should use the Excel template titled " Wijzigingen werknemersgegevens"
