Announcement of New Policy for Undocumented Migrants
ORANJESTAD – On September 22, 2025, the Minister of Justice, Integrity, and Public Transport, Mr. Arthur Dowers, announced that foreign nationals without a residence permit who entered Aruba through the Queen Beatrix International Airport before July 1, 2025, will be eligible, as of October 1, 2025, to apply for a work permit without already having an employer.
This measure follows an evaluation of the temporary regularization program “Hunto pa Progreso” (Together for Progress). This program, carried out by DIMAS under the Ministry of Justice, aims to maximize the labor potential of foreign nationals present on the island, giving them the opportunity to legalize their status and integrate into Aruba’s labor market in an orderly and secure manner.
Four Tracks within Hunto pa Progreso
- Track 1: For individuals with an undocumented status who are already working; they may now legalize their documents and work without fear of deportation.
- Track 2: For individuals married to a local resident or someone with legal status. Their children aged 18 and older, studying at a recognized educational institution in Aruba, may also work alongside their studies for the duration of their enrollment.
- Track 3: For individuals with at least five years of legal residence; they may apply for a flexible work permit valid for up to five years, not tied to a single employer.
- Track 4 (new): For individuals who overstayed their tourist visa and therefore hold an undocumented status, but who have not secured an employer in recent months. They may now apply for a one-year work permit.
The Track 4 permit:
- Is valid for one year only (temporary and non-renewable);
- may be issued only once;
- allows the holder to work for any company registered with the Tax Department;
- provides the opportunity to secure and retain an employer within that year, enabling transition into the regular work permit process.

- Deadline for registration: December 31, 2025
This policy represents a unique opportunity for undocumented migrants to regularize their stay. DIMAS strongly encourages eligible individuals to take advantage of this measure before the registration period closes.
Enforcement
Following the implementation of the Hunto pa Progreso policy, authorities will intensify inspections at businesses and take strict action against those who facilitate illegal stay.
