A total of 188 participants have already begun the National Package Leadership Program.
ORANJESTAD - On February 25, 2026, the Minister of Justice, Integration, Public Transport, and Energy, mr. drs. Arthur Dowers, participating in one of the various sessions organized as part of the Leadership Program of the Land of Aruba.
This leadership project is conducted by Relevance from the Netherlands, in collaboration with the Department of Human Resources (DRH), and is funded by the Landspakket. The program focuses on strengthening leadership that will drive the change process and structural development within the Aruban government apparatus.
A total of 300 public sector leaders participate in three levels of training tailored to their function. Each participant follows the trail in a group of 15 people. The program includes, among other things, a 360-degree evaluation, a kick-off session with exercises, information, and exchange, online study, interview meetings, individual coaching, and creating a change plan for your own team. The journey concludes with one or two feedback sessions where results are measured to make growth visible.

In October 2025, the joint kick-off for all 21 groups took place at the Renaissance Convention Center. So far, 188 participants have started, and soon all groups will be active. Initial evaluations show enthusiasm and appreciation for the content and quality of the training, and the program is expected to contribute to strengthening leadership within the government apparatus.
In addition, as part of the terms of the spending through the Netherlands, part of the investment will benefit the Aruban community in the form of Governance & Leadership Tracks for voluntary organizations. CEDE Aruba coordinates this initiative.
