Temporary Legalization Policy Minister of Justice for Minors Residing in Aruba

ORANJESTAD — On October 21, 2026, Minister of Justice Arthur Dowers announced a temporary policy offering a pathway to legal residency for undocumented minors currently residing in Aruba, provided they entered the country via the airport prior to October 21, 2026, and have at least one parent residing legally on the island.

This temporary measure is strictly intended for minors who were already in Aruba before the cutoff date. It is not an opportunity to bring minors from abroad to regularize their status. The temporary policy will remain open until December 31, 2026, and is subject to specific conditions established by the Department of Integration, Policy and Admission of Foreigners (DIMAS).

Legalization under this policy is not automatic. Each application will be individually evaluated by DIMAS based on strict eligibility criteria, which include providing an apostilled birth certificate, a valid passport, official passport photos, and proof of sufficient annual income from the parent acting as guarantor.

Minister Dowers emphasized that this initiative addresses a vulnerable group overlooked during the Hunto pa Progreso program, which primarily targeted undocumented adult workers to meet labor market demands.

"It is essential that a responsible, structured admission policy pays close attention to the well-being of minors, while reinforcing the duty of parents to ensure their children comply with Aruban laws," stated Minister Dowers. He further clarified that this opportunity is strictly limited to the specified group and does not represent a general expansion of the Hunto pa Progreso program.

Application Process & Information

Interested parents are encouraged to review the full requirements and submit applications before the December 31, 2026 deadline.
