Presentation of the draft new structure for the Ministry of Justice
ORANJESTAD—On February 24, 2026, the Minister of Justice, Integration, and Transport, Arthur Dowers, received a presentation from the Department of Human Resources (DRH) presenting the new organizational structure (blueprint) for the Ministry of Justice
This presentation provided a comprehensive overview of the placement of various departments/agencies within the Ministry of Justice, as well as their interrelationships within the new structure.
The new Blueprint concept includes agencies such as the LAR Appeals Committee, the Department of Legislation and Legal Affairs, the Directorate for Justice, Security, and Migration, the Public Prosecution Service/Attorney General, and the sui generis Gambling Authority. This new structure outlines the organization of various operational units. It includes DIMAS, the Aruban Police Force (KPA), the Aruban Bureau for Integrity (BIA), the National Criminal Investigation Department, and various other services within the Ministry of Justice. Each of these organizations has a defined position within the overall structure, with clear lines of responsibility, tasks, and oversight.

This presentation is a crucial step towards enhancing governance and improving institutional transparency. A clear and modern structure is essential to ensure efficiency, transparency, and accountability within the judicial domain.
A structural reorganization should contribute to greater cooperation between the various agencies, faster decision-making, and more effective service delivery to the community. This initiative is part of a larger plan to modernize and strengthen the justice system.
