Informative workshop on new laws, regulations, and procedures for government procurement.

ORANJESTAD – In September, the Department of Finance, on behalf of the minister responsible for finance, organized informative workshops on the Procurement Ordinance (AB 2019 no. 39) and the General Procurement Decree (AB 2024 no. 14). 

Both regulations, which will take effect on January 1, 2026, introduce changes to the rules and procedures for government procurement.

The amendments to the procurement rules and procedures provide greater flexibility, offer a clearer framework for decision-making, comply with the general principles of procurement law, and introduce additional implementation rules.

The new legislation is expected to increase transparency, promote fair and competitive trade, and strengthen accountability in the use of Aruba’s financial resources.

The government is, among other things, required to publish the following on www.overheid.aw:

  • when a public tender is announced, and who the winning bidder is;
  • the ministerial decree (MB) when deviating from the procurement procedure, including the legally required justification;
  • purchases of products, services, or works obtained through procurement with a value of Afl. 25,000 or more.

The series of workshops will conclude on November 25, from 2:00 p.m. to 5:00 p.m., at Pedro Gallegostraat 6. The workshop is organized by the Ministry of Finance in partnership with the Department of Finance. Government suppliers are also invited to participate.
