The research firm RE-Quest Research & Consultancy conducted the study on behalf of the Ministry of Interior Affairs and Kingdom Relations (BZK) and the Temporary Taskforce (TWO), in the context of the Country Package (Landspakket) and in close collaboration with the Gaming Control Board Aruba, which is currently in an advanced stage of establishment.

The report, titled Onderzoek Kansspeldeelname Aruba (Gambling Participation Study Aruba), marks the first scientific study of its kind among adults in Aruba. The study serves as an important benchmark to gain a clearer understanding of how people gamble, the various risk factors involved, and the potential impact of gambling on our community.

This study represents a significant step forward in strengthening regulation and oversight within the gambling sector in Aruba.

Gambling is an activity that requires strong regulation and monitoring. Government responsibility extends beyond establishing rules to include protecting citizens from the risks associated with gambling. Achieving this requires reliable, evidence-based information to ensure responsible and effective decision-making.

Once the National Ordinance on the Supervision of Games of Chance is enacted, the Gaming Control Board will assume broad regulatory oversight over the sector. This encompasses granting licenses, monitoring compliance with laws and regulations, preventing money laundering and terrorist financing, taking action against illegal gambling, and protecting consumers.

Alongside oversight and law enforcement, prevention and community outreach must play a central role in gambling policy. Gambling can lead to negative consequences for individuals, families, and communities. It is therefore essential that we identify risks early, strengthen prevention efforts, and ensure consumers are well informed. The goal is to cultivate a sector that operates responsibly, transparently, and lawfully, with community protection at its core.

During the meeting, the main findings and recommendations of the study were presented to representatives from relevant ministries, healthcare and prevention organizations, and industry stakeholders.

Minister Dowers emphasized that the participation of these various entities is vital, as an integrated approach and structural collaboration among the government, the healthcare sector, and private industry are essential for an effective regulatory system.
