Bureau Integriteit Aruba Staff Members Receive Certification
ORANJESTAD – On August 27, 2026, the Bureau Integriteit Aruba (BIA) held a certification ceremony at Kulture Café in San Nicolas, where several participants received their certificates after completing training to prepare them for important integrity-related roles within the government.
The training prepares government employees to serve as Integrity Confidential Advisors (Vertrouwenspersoon Integriteit, or VPI) and Internal Investigators (Intern Onderzoeker, or IO). As a confidential advisor, their role is to listen to, guide and advise colleagues in situations involving potential integrity violations. Internal investigators, in turn, are trained to conduct independent fact-finding investigations, report on integrity-related matters, and provide support during investigations.
During the ceremony, Minister of Justice Dr. Arthur Dowers congratulated the participants on completing their training. At the same time, he emphasized the significant responsibility that comes with the roles they are taking on.
In particular, Minister Dowers emphasized that confidentiality is of fundamental importance in the role of a confidential advisor. An employee who approaches a confidential advisor must be able to trust that the information shared will be handled discreetly and in accordance with applicable rules. Maintaining this trust is essential to the credibility of the entire system.
Integrity is not something that can be left solely in the hands of BIA, a director, a confidential advisor or an internal investigator. Integrity is a responsibility that must be shared by everyone within the government. While managers have an additional responsibility to create the right conditions, every government employee has a duty to act properly and in accordance with applicable rules and laws.
The minister also emphasized that integrity goes far beyond financial matters or potential mismanagement of resources. It is reflected in the way government employees handle confidential information, respect citizens’ privacy, follow established procedures and, at its core, provide the services to which the community is entitled.
The certification is not only a personal achievement for the participants, but also an important step in further building a government administration in which professionalism, accountability, confidentiality and respect are an integral part of how it operates.
As these newly certified professionals prepare to fulfill their roles, Bureau Integriteit Aruba continues to strengthen its capacity to promote and safeguard integrity within the Aruban government.
