Action Plan Signed for the HART Project (Aruba Refinery Terrain Redevelopment)
ORANJESTAD – Yesterday, the Prime Minister signed the Action Plan for the HART project (Aruba Refinery Terrain Redevelopment). This Action Plan constitutes the formal portion of a secondment request submitted to TWO Netherlands.
Under the framework of the Country Package (Landspakket), the Temporary Working Organization (TWO) will facilitate the secondment of three top Dutch experts from Rijkswaterstaat (the Dutch Ministry of Infrastructure and Water Management) and the Port of Amsterdam.
Through March 2027, they will provide support to achieve the deliverables outlined in the plan, which include:
- Establishing the project organization and governance structure.
- Guiding a desktop inventory utilizing a GIS atlas.
- Organizing a strategic values workshop.
The ultimate goal is to draft three to five development paths that will enable informed decision-making for the future redevelopment of the site.
Additionally, the experts will assist in drafting the Terms of Reference (ToR) required to execute specific components and to advance the selected paths through public procurement processes. Special thanks go to TWO-AUA, TWO-NED, and the Ministry of Kingdom Relations, Education, Youth, Innovation, and Sport, all of whom played a crucial role in drafting this Action Plan.
