Date for the submission of the Personnel Registry 2025 and Manpower Planning 2026 extended to June 30, 2026
ORANJESTAD - Directie Arbeid en Onderzoek (DAO) reminds all companies of their legal obligation under the Labor Ordinance 2013 (Arbeidsverordening 2013) to submit their Personnel Register and Manpower Planning. Starting in 2026, delivery of these documents will be exclusively via the LABORA digital portal.
In early February, the DAO published an extensive report on the process of submitting the 2025 Personnel Register and the 2026 Manpower Planning. This release is to inform you that the new deadline to submit these documents has been extended to 30 June 2026.
Deadline extension
Originally, the deadline for submitting and updating your employees' and staff's data was March 31, 2026. The DAO informs that it is extending the deadline for submitting the Personnel Register to June 30, 2026. If the company has access to the LABORA digital portal, then the employees' information must be updated. Keep in mind that the DAO monitors for violations of our labor laws. Companies that fail to comply or provide incorrect or incomplete information risk an administrative penalty of up to a maximum of AWG. 5.000, -. Also note that if an intermediary is used, such as an administrative office, the legal obligation rests with the employer and not with the intermediary.
Accessing and submission via the LABORA portal
Every company should have access to LABORA. If your company does not yet have access, you should request it as soon as possible by emailing: aanvraagpr@gmail.com, simon.brete@aruba.gov.aw, or louisetty.croes@aruba.gov.aw. You can also download the necessary forms and instructions to request access to LABORA via our website (www.daoaruba.com).
You can update or change data through the portal in three ways:
- Through the standard forms available in the portal menu (see Ad1), or
- By uploading an Excel file for the first time (see Ad2), or
- By uploading an Excel file to make changes in employee data (see Ad3).
Ad 1) The standard forms are most appropriate for making small changes in employee data, such as job titles, salaries, days of work, or hours of work, and for changes involving fewer than ten (10) employees. A separate form must be completed for each employee.
Ad 2) When sending employee data to the DAO for the first time, you must use the Excel file (Migratie - Eerste upload werknemersgegevens).
Ad 3) If there are several changes, you can use the Excel file (Wijzigingen werknemersgegevens).
